Resuming development without a new instruction

One resumed its next task after an actual wait, and the work produced an implementation change.

After about 96 seconds of waiting, a mechanism for executing the saved next step got One moving again. This resumption happened without a new human message or peer request. One made and saved a change to keep replies to human input separate from the results of background work. Scheduled execution signals also arrived later during the task, so the entire period is not treated as an experiment with no external stimulus.

Edited for public reading from the observation journal. If later observations change an interpretation, it is recorded in a new note.
